The word peculiar ends -iar, like familiar, and peculier writes the more common -ier. Peculiarity stresses that syllable and gives the A back: pe-cu-li-ar-i-ty.
An unstressed vowel flattens to the same sound whatever letter spells it, so the ear cannot tell them apart. A relative that stresses the syllable gives the letter back.
